PCF11: Ministral Publication Confirmation Successor

Status: prospectively frozen on 2026-08-11 before PCF11 admission or compute.

PCF10 is closed with formal scientific result null. Preparation, no-score mechanics, B1 training, all 16 model-owned draft shards, and the ordered 7,113-row draft merge completed with zero restarts. CPU materialization then rejected the valid frozen reference evidence because its validator still required the superseded generated-candidate receipt schema. Revision training, calibration evaluation, confirmation generation, the sole assessor semantic read, and scoring never started. Preserve SHOHIN_PCF10_TERMINAL_INFRASTRUCTURE_RECEIPT_20260811.json.

PCF11 is the separately named infrastructure successor under the user's standing authorization. Its sole repair makes materialization validate the exact trusted-reference fields already emitted and hash-bound by source freeze: reference_assessment_mode=trusted_reference, generated_candidate_policy_applied=false, and all_references_passed=true. It adds a production-shaped freeze-to-materialize regression. It does not relax any hash, identity, coverage, sandbox, sealed-data, or assessor check.

The pinned host/model/tokenizer behavior, sources, split, prompts, arms, seeds, training geometry, generated-candidate policy, sandbox, custody, thresholds, and sole 1,289-row terminal gate remain unchanged. PCF11 starts from a fresh root, replays the complete graph, and reuses no PCF10 checkpoint, draft, or partial output. Disable requeue, retries, and automatic successors. Any infrastructure failure, formal PASS, or formal FAIL ends PCF11.
